It is a fantasy setting used in a series of GW FRP and tabletop games. A very atmosferic ruined city where mercenaries of different interest groups scavange for shards of a wounded demonic entity that possessed the very city and to a certain extent everyone in it. In the German edition it was renamed to Mortheim, I believe. Anyway, the photo is excellent and kind of reminded me of that...
